The MEAL Manager is integral to the Emergency Programs team and plays a significant role in ADRA Canada’s efforts to increase quality programming, contributing to immediate and lasting changes in the lives of targeted project participants.


Reporting to: Emergency Program Director

Appointed by: ADCOM

Location: Canada preferred, but may also be based abroad.


Travel: Involves up to 30% travel.

Term: Open

Disclosure: The nature of ongoing employment within ADRA Canada is dependent on financial contributions from its support base. It is to be recognised that the level of financial support is of a fluctuating nature.

KEY RESPONSIBILITIES


A. Seventh-day Adventist Church Relations/Ministry (5% of each workweek)

  • Participate in daily worship and prayers.
  • Be prepared to counsel callers (including church members and others) on role of Seventh-day Adventist mission and pray with them.
  • Encourage partners (including Seventh-day Adventist Conferences and congregations/entities in country of work, and foreign Seventh-day Adventist entities and the worldwide ADRA network) in the mission of ADRA and the Seventh-day Adventist Church. Educate them, as necessary, about the ministry role of ADRA Canada as part of the worldwide Seventh-day Adventist Church movement, consistent with the religious teachings of the Church.
  • As requested, contribute to corporate publications and represent ADRA Canada and its mission at presentations/speaker appointment requests, particularly with ADRA Canada’s partners.
  • Ensure that all ADRA Canada activities are carried out in accordance with the values and religious beliefs of the ADRA network and the Seventh-day Adventist Church.
  • As part of the ADRA Canada ministry, act in a way that reflects the religious beliefs and practices of the Seventh-day Adventist Church, both on and off duty.
  • Perform other duties as designated by the Supervisor.

 

B. Operations/Technical (95% of each workweek)

  • Lead the design, development, and operationalizing of MEAL framework (Program and projects), including the design and deployment of monitoring guidance and tools, data analysis and visualizing techniques, feedback and reporting mechanisms in line with donor requirements and sensitive to local cultures.
  • Devise and manage a MEAL training programme based on assessed needs for ADRA Canada team and project teams with the goal of increasing capacity and awareness of MEAL including Adaptive and Results Based Management.
  • Provide technical direction and support for the design, development and operationalizing of MEAL processes and strategies in line with the MEAL framework.
  • Lead the monitoring of the EM Program and projects to ensure technical consistency and harmonized performance measurement practices.
  • In collaboration with project managers, implementing project teams, technical specialists and consultants when needed, coordinate situational data collection and analysis, including compilation of raw data, providing technical leadership in the definition of data analysis and visualizing techniques.
  • Ensure that data brought together and findings from across thematic and operational countries form a coherent basis for analysis of impact which promotes learning and best practices to support programming, decision making, strategic planning/development at implementation and organisational levels. Document lessons learned and best practices to support programing, strategic planning and decision making.
  • In collaboration with IT Manager, support data management and storage of MEAL related data.
  • Communicate top level learning/analysis reports and monitoring data to ensure that Emergency Management Department can make informed decisions on a timely basis to scale up and mitigate operational challenges.
  • Lead the definition and enforcement of Quality Assurance, Control and Improvement measures for data analysis and reporting initiatives.
  • Participate and represent ADRA Canada in MEAL coordination networks, including MEAL TLL of the ADRA Network.
  • Provide support in the recruitment of appropriate field level MEAL staffing.
  • Support program initiatives and work creatively to secure funding from diverse sources, to ensure that MEAL is integrated in emergency and development (CFGB) programs in a sustainable way.

EDUCATION, EXPERIENCE AND COMPETENCY

Essential

  1. A personal commitment to ADRA Canada’s mission, values and beliefs and a passion for social justice and international development to assist people in poverty.
  2. A personal commitment to the religious beliefs, practices, structure, standards and programs of the Seventh-day Adventist Church in Canada.
  3. A degree in Humanitarian Program, Project Management, International Development, or relevant field.
  4. Has minimum 5 years experience in monitoring and evaluation experience with responsibility for designing and implementing M&E systems for results-based management, covering a wide range of theories of change.
  5. Experience with data collection in developing countries or vulnerable settings.
  6. Knowledge of a variety of data collection and evaluation methodologies and experience developing MEAL Frameworks at a project, program, or organization level.
  7. Demonstrated ability to manage multiple stakeholders and timelines in the collection, analysis, and reporting and visualization of various sources of data
  8. Proven ability to manage complex and demanding workload, to set own priorities, and to work with minimal supervision
  9. Ability to inspire individuals and teams and to encourage innovative thinking
  10. Familiarity with the use of online systems for collecting and managing monitoring and evaluation data and with MEAL‐related technologies
  11. Committed team player who can work across teams and professional skill sets in different cultural contexts and build effective working relationships
  12. Excellent verbal and written English (added French preferred) communication skills
  13. Availability to travel internationally two to four times per year (approximately 6 weeks in a year)
  14. Good IT skills and ability to be self‐serving Office 365, PowerPoint, and Excel
  15. Ability to translate technical knowledge into sharable resources according to the needs of different audiences.
  16. Ability and willingness for regular local and international travel to remote destinations.
  17. Understanding of cross-cultural issues and programming.
  18. Public speaking skills


    TERMS AND CONDITIONS

The obligations of ADRA Canada are as set out in the ADRA Canada Human Resources Manual and the applicable employment standards legislation and regulations, whichever obligations are greater.     Performance Review: A Performance Review will typically be conducted after the first three months in the position. All employees will be required to participate in annual Performance Reviews.

    Physical Requirements: Must be able to read, speak, and hear. Must be able to effectively communicate both orally and in writing. Some standing, walking, bending, kneeling, carrying of light items, etc. required. Standard work hours, as defined by the ADRA Canada Human Resources Manual, are required.


    Working Conditions: Essential responsibilities are performed either in the office or in travelling conditions.

    • Within the office,  the work is primarily in a sedentary and comfortable environment, with tasks usually performed under normal office conditions with little or no noticeable discomfort. The work area is well lit and ventilated.
    • If travelling (international and/or domestic) there will be difficult conditions and challenging environments, particularly to destinations in the developing world.


    Vulnerable Sector Screening: Consistent with our PSEA & Child Protection Policies the successful candidate must receive clearance by providing a police background check, including a vulnerable sector screening.
